Petrus Gerardus Maria, sounds like from the Southern part of the Netherlands. None his family name though.

When being electrocuted, you will not be able to shout for help.
Words of personal experience.

What kind of illiterate reprobate wrote that article? It most likely read ok in Thai I suspect many articles in the Thai news in English are direct translations from Thai articles and put into English by non native English speakers hence the "funnies"

Tragic yes but most likely occurs a lot more than is reported, people fking with stuff they dont understand coupled with a dodgy electrical practices in Thailand to start with, ie the urban myth that Thai electric doesnt need grounding...water pumps and electricity, no proper grounding, metal casing..can only end badly

People who do not have the training and qualifications to work with power, in any country, are taking their lives for granted. No sympathy for those who think they can save a few dollars by doing an electrical job themselves, rather than fork out for an electrician. Not sure what happened in this case, could have been a pure accident. Regarding grounding - "The ground wire is an additional path for electrical current to return safely to the ground without danger to anyone in the event of a short circuit. In that instant, the short would cause the current to flow through the ground wire, causing a fuse to blow or a circuit breaker to trip." What is needed is a current leakage device to protect people. Not sure which trade school he got that from.

Correct and proper grounding is required for certain devices to operate correctly, ie to stop "electrical noise"

Main purpose though is to isolate your house or the equipment from the supply so that you do not cause damage to the source by allowing excess current to flow.
