On top of what Soutie says,why would an overstayer stay static?
Just move away from Phuket, surely if your existence and future depends on some very corrupt officials you wouldn't hang around the place.

Some while back I wandered into my normally quiet watering hole in Udon to find it full of English strangers.
"Where are you lot from?" I asked.
"Phuket".
Enough said.
