It was decided by the Supreme Commander with backing from his Bataan Gang that peace would not be possible if Hirohito would be brought to court. Even objectively there seems a lot of truth in that although it was a bitter disappointment to many former PoWs, civilians, comfort girls and so on. In that sense Germany has paid a higher price.
Of course, soon after WWII things got 'confusing' with the start of the Cold War and especially when it got a wee bit hotter in the (Korean) Summer of 1950.
