Probably changed now but I liked the way India used to handle its museums. They had one day of the week free to all (whatever race_) and the rest had one charge for all. They reasoned that at least the heritage was available to all even though the free day was a bit crowded. It has always struck me as ridiculous that foreigners are required to pay vastly more to maintain the locals' heritage. Anyway, for Taj Mahal, it's locals 50 Rupee, foreigners, 1,100.

Like how ridiculous it was for the Greeks to ask for the marbles back when they lost them. If the UK had not stored and restored them they would have been crushed up to make gravel for someones cement path.
