I rather suspect the report is utter bollards.
Just looking at the first page:
"Thailand is one of five markets in Asia that offers inflation-linked government bonds"
There have been precisely two issues, and none of them recent.
"There are no restrictions on foreign investments in the bond market"
If you go into your local bank and try and buy new issues, the answer is invariably "pai mai dai" - impossible. These bonds simply aren't available to normal foreigners.

Seems factually accurate. It does say that: "ThaiGBs and T-bills are the main bonds available in Thailand's bond market". Also says: "There are two outstanding ILBs, a 10-year ILB issued in July 2011 and a 15-year ILB issuance in March 2013" which confirms what you've say. As for K.Noi in the bank telling you "mai dai", according to the report that'll be because: " Foreign investors must register with the BoT before trading and open a custodian account with a local or foreign-based bank in Thailand. The investors must also prepare a power of attorney (POA) to allow the custodian to buy and sell bonds on their behalf"Not that she probably knows that, but....... that and the fact she doesn't speak much English, doesn't know what to do, you went to the "wrong branch", and she's worried doing it might upset her angel doll
