The government here is making an issue out of 457 Visas in an effort to gain popularity with the voters who don't know how hard it is for some Aussie companies to find people to fill positions. They would employ a local before they would a foreignER first, IF THEY COULD FIND ONE !
There are simply not enough skilled people here to fill certain positions, for one reason or another.
And THAT is our stupid government's fault !

One of the reasons is that firms have not employed young people who have left school in the jobs that should be filled by them and could well be performed by them, for various reasons they have preferred to say that they need workers with experience for the job and employed from overseas.
I supported the old idea of a training tax,  if tradesmen were employed trainees needed to be either or a levy for training paid.If the firm did not spend this on training tax cover the cost of the government providing an apprenticeship in a Government facility should be paid.   the old one however was subverted by the firms using the funds for training as training seminars for executives in location like Hawaii or Bangkok

Apparently dozens of occupations have been wiped from the 457 visa. The Hurricane is a type of accountant which is in short supply, and accountancy is still 457 status.
