Thai tourism officials are pushing forward with a proposal to require all visitors to Thailand to obtain travel insurance before entering the country. Officials at the Ministry of Tourism and Sports are deliberating over the proposal raised in a meeting last week to make the insurance compulsory, said Jaturon Phakdeewanit, director of the Tourism Safety and Security Standards. According to Jaturon, visitors without travel insurance have cost Thailand at least 3 billion baht ($A117 million) a year for their medical treatments at state hospitals. www.skynews.com.au/news/world/asiapacific/2017/06/05/compulsory-travel-insurance-for-thailand.html

Easier to police for a start, provide a valid insurance certificate at the 90 day report.

I'll add, if they want to recuperate the 3 billion baht they reckon they are losing, just add a minimum of 200 baht to airport tax on long haul flights.
It's a cheap and easy way to raise tax.

And add again, issue an exit ban against anyone who has left hospital without paying their bill. When they show up at immigration, detain them in IDC until the bill is settled.
...................
If they were wise they wouldn't connect the rise in airport tax to covering medical bills by tourists. And also wise, hospitals could apply direct to the airport tax fund to recover losses up to a maximum.

A good percentage of tourists have travel insurance, problem is they book it without reading the small print.
Take a mocy taxi and have an accident, insurance is invalid, unless they took cover for that.
My estimate is 99.9% of tourists don't have cover for that situation even if they had a policy to start with.
It's Thailand they're invincible.
A solution would be to get insurance from a Thai company that covers such matters, but that would then also provide more boiler room opportunities, in which case they might aswell have no insurance.
Then there's the matter of the hospital telling you your leg needs to be taken off when it's just broken...

That 3 billion of loses includes loses from all sources, not just farang tourists which represent a minuscule percentage of the total. The bigger problem comes from countries such as Myanmar, there are over 300,000 Burmese in Phuket for example and only 50% of them have health insurance - the Burmese are foreigners also so how do you devise a rule that says some foreigners such as farangs must have travel health insurance whilst the much poorer Burmese who can't afford such things don't have to have any?
