Nonsense.  She made a speech on the matter back in September.  It was widely reported in the media.

And, of course, she doesn't control the military so can't reasonably be held personally responsible for what has happened.  The Tatmadaw controls the Ministries of Home, Defence, and Border Affairs.  If there's any blame to be apportioned, its to the military, not to Aung San Su Kyi.
