Deport them after a substantial and painful fine.  

I bet you the financial implications of them missing their flight is a real blow to them too - especially if they can be held until after their USA flight is due to leave. 

When I worked in Spain in the eighties, deportees ( there were many ) were sent back to their home countries on the most expensive flight band. I remember one deportee being charged £800 in 1984 for a flight to the UK.  It was easy to justify the price as the deportee had to be escorted from prison to the gate, and be watched boarding the aircraft. The airline then had to keep an extra eye on them to ensure they didn't try to disembark.  

Deportation isn't just as simple as booking a flight and leaving - the authorities can cause you some serious incidental aggro.
