Just being pedantic, but Milton Keynes isn't a city, it's a town.

Going back to the very beginning Milton Keynes was a village as were the assorted areas now known by their original village names in Milton Keynes

Being as I was and as such still am a member of an old long established family in the area (400 years of residence) was there at the time and we lost a lot of good productive farmland and experienced the destruction of a pleasnt rural society (as did many others) to the urban blight of Milton Keynes I and we locally born ''Olney Ole Boyz'' refer to it as it was referred to then in its conceptual stages .

Birth of a "New City"
In the 1960s, the British government decided that a further generation of new towns in the south-east of England was needed to relieve housing congestion in London.

Since the 1950s, overspill housing for several London boroughs had been constructed in Bletchley.[5][6][7] Further studies[8][9] in the 1960s identified north Buckinghamshire as a possible site for a large new town, a new city, encompassing the existing towns of Bletchley, Stony Stratford and Wolverton. The New Town (informally and in planning documents, "New City") was to be the biggest yet, with a target population of 250,000, in a "designated area" of 21,850 acres (34.1 sq mi; 88.4 km2).The name "Milton Keynes" was taken from the existing village of Milton Keynes on the site.

City status is conferred by the government. It used to be the case that you had to have a cathedral to qualify. I don't know if that is still the case. From memory, the government asked for applications from towns wishing to be given city status around 12 years ago. Inverness was granted city status

Inverness is a small town by anyone's reckoning, geographically and by population. City status is not reflective of size.

Another interesting aspect to civic life is market town status. This was conferred by royal charter. The idea was that it was easier for the excise men to collect tolls and taxes from market towns.

These days, a lot of shopkeepers growl about markets setting up a couple of days per week. The market charter can only be overturned by royal proclamation. Local authorities don't have the power to ban them.
