The nice thing about these statistics is that if you ignore context you can come up with about any conclusion you want, including the one you suggest. Pick other parts and it's the hardliners who have the most 'movement' because having hardliners suggest fear, fear to lose out of cozy, well paid jobs protected by labour organisations, etc., etc.
