It's almost an annual event. Bone dry in the hot season, and coming over the top in the wet season.

The last mob had the bright idea of lining up boats in the Chao Phraya and using the propellers to force the water to flow backwards and therefore prevent floods. This plan was flawed as they were only dealing with the surface water, leaving the deeper waters to continue flowing undisturbed, so it was bound to fail.
However, I do rest assured that the new boss has this totally under control as he has a new fleet of submarines, which can deal with the deeper waters.

You obviously missed the latest developments on this. As the rivers are not really deep those big subs from China might require dredging. Instead it has been decided to use midget submarines. Please note that this project started before Elon Musk tried to butt in with his gadget. The design and development of the midget submarine will take four years, with a further two years to build the prototype and an additional 12 months to undertake trials and evaluations. Fixing these water mgmt challenges requires such a massive change in attitude and on the ground changes in infrastructure on a gargantuan scale I doubt nothing short of alien visitation will change it. Wet/dry tropics normally is difficult anyway.
