Never let mine get anywhere near like that.
Cleaned it yesterday, took a few hours, I'm pretty meticulous with it.
Never had a frog on my GPU like the pic in the link had the odd spider get sliced up by a fan a few times though.

My desktop is open to the world and the cat and her kittens too and a weekly blast from a power blower is all that is needed and done to keep it fluff free.

Power blower for me. I lay the PC on the factory floor and blast away.

Power blowers cause static build up and can allegedly damage sensitive components.
Mini paint brush for me once every 4-6 months, could knit a jumper with the amount of dust that gets pulled out.

I bought a spray to use on the overheating laptop last month. Sprayed it into the vent thingy and it is working perfectly.
But i am sure that when i get my pc back from a friend's house it will be full of my ex-cats' fur and his golden's fur. Shall be in need of a good clean or the bin.
For my keyboards i use a large make up brush.

With laptops it's easy to remove the backcover, blow from inside into the vent, clean the backside cover, blow a bit over and into the box, very carefully use the brush on non-electric parts that is NOT on the printer circuits. Just my 7-1/2 cents

Probably one of the safest ways as long as the computer is allowed to dry well.
