Well, Germany represents 24% of E.U. 28 GDP and in the E.U. 27 is will thus be even more. In 1944 the Morgenthau plan sounded nice to some but even Churchill was against. After the war it was obvious to some that keeping Germany down would negatively effect the recovery of Western Europe. In 1946 the plan was dropped. Also the start of the 'Cold War' made it important to help all of (Western) Europe recover.
Nowadays that still seems true but we can talk about it without feeling a need to fight a war. Progress I'd call it.
