One has to admire the military intelligence that comes up with such a scheme. No other country (as far as I know) has done anything similar. Mere geniuses (such as myself) might think that such action is utterly pointless, but the boys in green know best.

Just wondering, though, who owns the company providing the disinfectant?

Slightly ambiguous in its content but the application of the measures links nicely to your post above.

I recall the great Foot and Mouth outbreak in the UK circa 1967. Roads were disinfected w by the use of thick straw carpet padding, all farm entrances were also protected by (ours included) straw carpet pads that had been soaked in disinfectant, vehicles were subject to being sprayed and so were people entering farms abattoirs markets , etc. It was a lount operation twixt farmers livestock carriers local council and the military personnel assisted in some areas
