The Department for Environment, Food and Rural Affairs (Defra) suggested a legislative plan that would allow the government to slap bans on new products more easily. But Truss blocked the move, arguing it would reduce British leverage as it negotiates trade deals, according to numerous people with knowledge of the discussions."
