My take would be this is a story about one of the people involved in the whole affair, drawing on his personal story events and character to give it a particular flavour.

The whole thing was much bigger and more complex than what they try and simplify it down to here. That one man was running it all and one man is taking the fall vastly oversimplifies what was going on, the context at the time etc.
