Because it's far safer to approach rent boys hanging out on street corners in dodgy parts of town than it is to arrange to meet via the Internet.
Certainly in London, pre-Internet there were lots of male prostitutes on the streets around Kings Cross and in Piccadilly - many of them disadvantaged young men. You rarely see that now. You do, however, see escorts sipping their pricey lattes in cafés on Compton street, frequently checking their expensive mobile 'phones. I don't think anyone in their right mind would want to go back to the old days.
