"A ban on foreigners overstaying their visas from re-entering Thailand for between one and 10 years is producing good results as their number fell this month. The more than 39% decline, from 810,522 in October last year to 486,947 in March, shows “our new measure is effective”, Immigration Bureau chief Nathathorn Prousoontorn said on Friday.

Of course, the numbers seem to describe the number of foreigners who reported (border, or elsewhere) or were caught and had overstayed more than 'x' days, with 'x' probably being one or more days. No indication in 'long time' overstayers or the possible decrease. Without any more details one might even conclude that tourists run out of money more quickly and go home more quickly. Possibly 'long time' overstayers went into hiding
