If he can sail from there her is sure to know the regulations. If he wants to stay here he will need a normal visa. If he is in transit he can use a masters entry but I do not know how long for.

blether - laws vary around the world but it pays to look into it well and know what those laws are before entering a country by sea.
I know this because we got ourselves into trouble when we brought two prawn trawlers back to Cairns, QLD from PNG in 1992. We told Customs when we were arriving and we were supposed to be met by them at the wharf where we would clear customs and have our boats searched and inspected. Customs were not there and we tied up at the wharf, got into big trouble, two years later they were still carrying on about it and talking about throwing the book at us (jail) Also we did not know we were supposed to be flying a yellow flag when we entered port to say we had not been cleared for quarantine. Thailand probably has similar laws, would advise your mate to look into it before leaving the USA.

He's aiming to arrive in Thailand Feb 18

Small boat?
1st priority would be arm bands, preferably a life jacket

Depends what size feet they are, if its an adult size 12 it's pushing cloth a bit, depending on the hull (not the football team, they're shite)
As a comparison, Ellen MacArthur's 'Trimaran' boat was 75 feet long (size 12's).
Hence my armband/lifejacket jibe. If your mate's British though and male theres no need to bother about size (some women say it doesn't matter, but how you use it), just take plenty of ale and it'll be reet.
I wish him a safe voyage.
Is he planning in vlogging it?
Would be interesting to follow.

My last entry was by boat, and the border runs into the pier near Ranong immigration are tiny boats. I just fill in the immigration entry part and tick boat.
