Uncle Sam caused the problem he should live with the consequences.
See Nixon and his carpet bombing of Cambodia that led to the rise of the Khmer Rouge for details.
40+ years later and Uncle Sam still hasnt learned from his past mistakes, see Libya,Iraq, Syria and Afghanistan for updates on his failed misguided policies.

Almost all convicted of felonies. Given a chance at building a new life, they effed it up.

But no country should have to put up with permanent residents who've commited felonies.
They aren't citizens and these arent misdemeanors.
So uncle sam has welcomed decent folk seeking refuge and getting rid of the bad apples.
