It's a start. Without such public transportation people have no choice and the government has the means (aka tricks) to 'persuade' people. Vietnam still has a enough 'central power' to make people do what it wants even if people get more and more reluctant.
BTW the Bangkok BRT seems to continue in part thanks to pushing of k. Chuwit.

Good luck with that, motorbikes are so much more convenient than a bus in Hanoi, better in traffic etc. people won't change overnight.
When I first arrived there in 2004 the first thing that blew me away, during the taxi ride from the airport to the hotel, was the traffic, the sheer volume of it. And the constant drone of a million horns beeping.
I was told back then that there were more than a million bikes on the road in Hanoi, and I could believe it. But that article said there were 4.9 million motorbikes and scooters on Hanoi’s roads.
Was standing in front of my hotel watching the constant sea of machinery flowing down the street and it dawned on my that "peak hour" in Hanoi went from 6.00am to 8.00pm seven days a week.

It is the same with the road from Johore to Singapore....I stayed in a hotel where I could see the stream of motorbikes in the motorbike lanes. Never stopped.....most of them going South in the morning and North at night but there were always plenty going the other way. 24 hours a day.
