knowledge of traffic rules and the ability to navigate in traffic ?
No No, this is going to be an even bigger disaster than it is now. Imagine how bad the driving will be when they actually know they are breaking the law. And if they can actually navigate in traffic who knows wtf will happen ?

Once the license is had the rules go out the window and all hell breaks loose, idiots can not be taught with rules.

First time I went for my driver's licence in 1974 I used my Dad's Mini 850. Copper failed me and said he should have booked me for speeding as well. Went back a couple of weeks later, hoping he would have forgotten me by then and drove like an old lady, very slow. Copper said something like - "FFS put your foot down or we'll be out here all day" ! Had the same copper for my motorcycle licence. Did the written test and he said ride your bike down to the end of the street and come back and park here. Did that and when I got back he was sitting on a low wall talking to a lady. Went up to him and said I was back and he had forgotten to watch me, too busy talking. Asked me how I went and I said ok, and he gave me me my licence.

The problem isn't really the test, or the Thais driving ability or lack of. It's the bloody police not enforcing the laws. They see a motorist break the law most days of the month, and don't even twitch.

^ I agree Mosha, if the feds in any of the western countries we come from were the same we would be doing exactly the same thing as the Thais, only heeding the law when it's too late and you have to fork out 200 baht.

The the proposal talks about forcing people to spend 6k on driving lessons, this will just cause more people to drive without one
I am all for improving driving on Thailands roads, but maybe Rozzers actually enforcing the laws is a good place to start
