Imagine your Desktop getting slow if you have a handful of spreadsheets opened at the same time. Possibly with some 'cloud services' running in background and the realtime virus scanner listening in, and a few other goodies IT departments like, and lastly the odd bits people like. Surely it's time to buy a new desktop after which all your M$ and other programs can offer you additional 'productivity' software which will require another new desktop and so on.
Vicious circle.
Internet down? Call your lawyer. Internet access is a fundamental, universal right as some have it.
