The 2pm to 5pm is because the government doesn't want students and in particular high school children buying alcohol. It's a classic example of Thai government and law at work. Instead of making and enforcing laws that address the root cause of underage drinking, they impose a blanket ban on alcohol between these times. When high school students have their most free time/ unsupervised time. Other countries of course, ban the sale to people under a certain age, require proof of age, and punish buyers as well as vendors breaching the law. But this is Thailand and we do things differently here. Made in the full knowledge that people regularly ignore the law, cheat and get round it

I had thought it might have been in the Alcoholic Beverages Control Act (2008), but it doesn't appear to be in there. Also, in 2008 Thailand was under the post-coup government of Chulanont (the coup which overthrew Thaksin). Since I'm fairly confident that it was Thaksin introduced the silly rule, I posit that it was some time 2001-2006. If memory serves me right, I was first not allowed by buy alcohol according to this pettiness in 2004.
Edit: Just to add, Thai Health Magazine wrote in 2010 "During the past five years, the measures to control alcohol cover four areas. Controlling accessibility and purchase is limiting the time for the sale of alcohol to only during 11.00-14.00 and 17.00-24.00 hrs" which would possibly point to 2005.

I found this law most ridiculous when I've finished shopping at Gourmet Market in EmQuartier and wander into the wine store next door to find something light to pair with my ridiculously overpriced snowfish fillets and find only tonic water is actually being sold.
I swapped to sea bass in protest.

I found this law most ridiculous when I've finished shopping at Gourmet Market in EmQuartier and wander into the wine store next door to find something light to pair with my ridiculously overpriced snowfish fillets and find only tonic water is actually being sold. I swapped to sea bass in protest. Well, at least you would have something for your afternoon Gin 'n tonic. Mind you, one must request the correct type of tonic water of course. I remember these laws being implemented. The irony of these laws was that they came at a time when in the West - in the UK in particular - such archaic laws were (thankfully) being consigned to the dustbin of history. The only people who seemed pleased at these laws were those 'if you can't abide by the laws, leave' type of TV Puritan/Pillar of Society prats, whose Pattaya tart wives no longer allowed them to waste their dwindling pensions on ale to ensure their 'Husband Brothers' and families got their allowances.

The mom and pop stores of Rangsit cared not a jot; gotta say, I do miss those canal boats around Khlong4/3- good food and ice old beers. Went back this year, prices still the same. Here in Mongolia 11am is when they are supposed to start selling, but there is a terrible problem with broken clocks across the land, must be the cold. Come the 1st nowhere sells in UB, dry day for the province, it's a bit annoying when New Year rolls around. Moonshine can be purchased in the ger districts, but you'd have to be pretty dependent to drink that stuff, it's poison. Causes "Yellow Death".

^^^, , up my way, Big George gets on the p**s at 6pm on a fri night, sits drinking til 11, Sat morning first in line at the local mom n pop shop, on the p**s at eight in the morning, yes I shit you not, carries on til about 3pm, goes home for a kip, back again at 6pm carries on til midnight, Sunday, rolls up again, maybe 9am, drinks all day til about 9 pm, the guy is a serious p**s artist and can easily knock back a box of Leo, large bottles in a session.
